The incident erupted in the 95th minute after a confrontation between Adama Traore and Marc Cucurella escalated into a full-team melee.
Both clubs are accused of failing to ensure their players conducted themselves in an orderly and non-provocative manner.
West Ham’s Jean-Clair Todibo was sent off during the fracas for grabbing Joao Pedro by the throat, a move later confirmed as violent conduct via VAR.
The brawl overshadowed a historic comeback for the Blues, who recovered from a 2-0 half-time deficit to win 3-2.
While Chelsea climbed to fifth in the table with the victory, the Hammers remain mired in 18th place, six points from safety.
