Chelsea received a suspended one-year transfer ban and a £10 million fine on March 16 for incomplete financial reporting under Roman Abramovich.
Moyes questioned the inconsistency in punishment, noting Everton’s two separate points deductions for PSR breaches. The Chelsea charges date back a decade and did not affect Premier League profitability and sustainability compliance, while Everton were penalized during active campaigns. Moyes said the discrepancy requires explanation from league authorities.
